Establishment of Community and Economic Development Department
Grand County has furthered its commitment to quality planning and growth management by formally expanding the community development department to include economic development.
As of January 2018, Zacharia Levine will now serve as the Community and Economic Development Director. Grand County also welcomes a new full-time staffer, Kaitlin Myers, who will serve as a Community and Economic Development Specialist. The Department will continue its work in land use planning, housing policy, and infrastructure development, and welcomes its expanded role in facilitating industry diversification, business retention and recruitment, workforce development, and economic research.
As a start, the Department has written a DRAFT economic development strategy and action plan that is now available for review. We’d love to get your honest feedback on the draft – nothing is set in stone and we’d like to make the Plan as inclusive as possible and reflective of the community’s priorities. Quarterly Economic ReportsThe CDD develops quarterly economic reports for the Moab area, including the most up-to-date data on the City of Moab, Castle Valley, and the unincorporated areas of the county.
The City of Moab, Grand County, and the Interlocal Housing Task Force recently updated the area's Affordable Housing Plan. To learn more and access the plan, visit either the Housing Plan website or the Interlocal Housing Task Force page.

Moab Area Housing Resource Guide
In fall of 2016, the department partnered with the Interlocal Housing Task Force to create an online resource guide dedicated to community and economic development. It hosts a wealth of information and tools about affordable housing, economic development, public health, and energy and sustainability in the Moab area. The website can be accessed here.

Land Use Appeal Authority
Grand County utilizes a single Hearing Officer to serve as its land use appeal authority on an as-needed basis. The Hearing Officer provides quasi-judicial review of administrative land use appeals and variance requests. Craig Call will serve a term of five years ending December 31, 2020.
